Covered cities (population ≥20,000 in the metropolitan, primary, or first class — i.e., Omaha, Lincoln, Grand Island, Kearney, Fremont, Hastings, Norfolk, Bellevue, Papillion, La Vista, North Platte, Columbus, Scottsbluff as of enactment) must prepare biennial housing-needs reports and adopt affordable-housing action plans. The 2023–2025 Wayne refiles (LB 794, LB 866 refiles) attempted to add by-right duplex/triplex/fourplex teeth and failed cloture; the underlying reporting/action-plan framework remains law since Aug 17 2020. LB 800 (2022) tweaked the reporting cycle; LB 839 (2026) reporting-cycle amendments were vetoed by Gov. Pillen Apr 16 2026 (override failed 19-28-2).
