Foundational delegation of zoning power to statutory and home-rule charter cities alike. Procedural floor + targeted substantive ceilings (group homes, manufactured housing, anti-amortization). Subd. 1a (group homes) and subd. 6a (manufactured housing) are the cleanest substantive preemptions in Chapter 462; subd. 1e (nonconformities) is a litigation-driven ceiling on amortization.
