Research notes
Hybrid authority because the Comp Plan fuses District Elements (Council-adopted, Council §602(c) reviewed) with Federal Elements (NCPC-adopted). The Comp Plan is not itself a preemption but functions as a binding constraint above ZR 2016, one layer down from the Height Act and Home Rule Act. CPAA 2021 contains affordable-housing targets feeding IZ policy. Status: binding until DC 2050 (in draft) is adopted by Council circa 2027.
